Amends the Illinois Administrative Procedure Act by making a technical change to Section 5-90 concerning the Joint Committee on Administrative Rules.

Corrects grammatical language in subsection (a) by removing a redundant "The" at the beginning of the sentence establishing the Joint Committee as a legislative support services agency.

Maintains existing provisions requiring the Joint Committee to submit meeting agendas to the Secretary of State for publication in the Illinois Register at least 5 days before meetings when feasible.

Preserves the Joint Committee's authority to charge reasonable fees for copies of documents or publications while providing free copies to agencies directly affected by the Committee's recommendations or findings.
