Allows persons and commercial enterprises to distribute and sell low THC hemp extract containing no more than 0.3% total THC by weight upon production of a certificate of analysis from an independent testing laboratory.

Requires low THC hemp extract products to be clearly labeled with specific information including batch number, expiration date (not to exceed 2 years from manufacture), ingredient list, manufacturer name, THC content, and scannable codes linking to the certificate of analysis.

Defines independent testing laboratories as those with no financial interest in cannabis cultivation, processing, or sales facilities and accredited according to International Organization for Standardization standards by third-party accrediting bodies.

Establishes that low THC hemp extract is misbranded if falsely labeled or if required label information is not prominently and conspicuously displayed in terms likely to be read and understood by ordinary consumers.

Amends the Cannabis Control Act to exempt low THC hemp extract from the definition of cannabis, while preserving criminal penalties for knowingly distributing or selling hemp extract containing more than 0.3% THC or misbranded products.
