• Permits sanitary district officials to purchase supplies, materials, equipment, or services in the open market up to $100,000 for authorized projects without advertisement or requisition filing, with full written accounts due within 30 days and available for public inspection for one year.

• Requires both the sanitary district and partnering local government to adopt a resolution by majority vote certifying the project location, justification for joint work, and projected cost savings before construction begins.

• Applies uniform "mandatory competitive bid threshold" standards across all covered sanitary districts, calculated as 0.1% of total general fixed assets with minimum of $10,000 and maximum of $40,000.

• Takes effect immediately upon becoming law.
