Amends the Election Code to allow election jurisdictions to establish "vote centers" where voters can cast ballots at any polling place in their county regardless of their home precinct.

Requires a board of election commissioners (or county board) to adopt a vote center administration plan through a public process including an initial hearing, 30-day comment period, and final hearing before adopting by three-fifths vote.

Mandates vote center plans include specified information such as total number and locations of centers, voter counts, poll worker staffing, ballot types, equipment descriptions, security plans, accessibility compliance, and voter education plans.

Establishes minimum vote center requirements: at least one center per 7,500 active voters in jurisdictions with 25,000+ active voters, with no registered voter living more than 5 miles from a center, and considers proximity to public transportation, language minorities, disabled voters, and low-income communities.

Orders establishing vote centers take effect immediately upon filing with the State Board of Elections, except orders filed within 60 days before an election take effect the day after the election, and remain in effect until rescinded by three-fifths board vote.
