State Board of Elections shall submit a statewide advisory public question to voters at the November 6, 2018 general election regarding property tax freezes.

Ballot question includes an explanation that property taxes fund local services including schools (62% of bills), police, fire protection, and park districts, and notes that a freeze applies to total taxes collected, not individual homeowner bills.

Voters answer two questions: (a) whether they support a property tax freeze, and (b) if yes, their preference for freeze length—two years, five years, or permanent.

Election authorities must share results by taxing district with local taxing districts by December 31, 2018, and the State Board of Elections must report results to the General Assembly by the same date.

Act takes effect immediately and is automatically repealed on January 1, 2019; if this Act conflicts with other laws, this Act controls.
