IL SB2824

Amends the Rivers, Lakes, and Streams Act to require the Department of Natural Resources to consider the flood discharge that would overtop a levee or flood wall when reviewing permits for construction, maintenance, or repair of these structures.

Defines "worst-case scenario analysis" as the calculation of maximum increases in flood heights, velocities, and damages from a project, accounting for conveyance and storage losses both from the project alone and combined with other existing or reasonably anticipated obstructive construction in the locality.

Takes effect immediately upon becoming law.
