IL SB2825

Amends the Illinois Vehicle Code Section 4-103 to make it a violation for a person not entitled to possess a vehicle or essential part to receive, possess, conceal, sell, dispose, or transfer it with intent to permanently or temporarily deprive the owner of title or possession.

Removes the requirement that a person must know a vehicle or part is stolen or converted, replacing it with an inference standard allowing the trier of fact to infer intent to deprive based on: (i) operating a vehicle or possessing an essential part without owner consent, or (ii) exercising exclusive unexplained possession over a vehicle or essential part.

Exempts persons engaged in vehicle repair or servicing from violations when knowingly possessing a manufacturer's identification number plate for reaffixing to the same damaged vehicle, provided they notify the Secretary of State and keep required records.

Requires vehicle owners whose vehicles were repaired under the exemption to contact the Illinois State Police Vehicle Inspection Bureau within 90 days and arrange for inspection.

Establishes conviction for violations as a Class 2 felony.
