Requires State agencies (Transportation, Public Health, Human Services, Central Management Services, Commerce and Economic Opportunity, and others) to include automatic work verification software in contracts for professional or technical services exceeding $100,000.

Software must track keystrokes and mouse events at least every 3 minutes to verify hours billed for computer-based work, with the State agency having real-time access to collected data.

Software must provide automated real-time cost status for each task, professional biographical information on workers, and allow the State agency to give immediate feedback on work in progress.

Contractors must store verification data for 7 years after payment and retrieve it upon State agency request in the requested format, with no charges to the agency or its auditors for software access or data retrieval.

Requirements apply to all applicable contracts entered into on or after the bill's effective date.
