Amends the Dual Credit Quality Act to require community college districts to enter into partnership agreements with school districts upon request to offer dual credit coursework.

Establishes that school districts may offer Illinois Articulation Initiative General Education Core Curriculum courses as dual credit taught by high school instructors meeting specified academic credential requirements.

Requires partnership agreements to address roles, responsibilities, academic criteria for student eligibility, quality assurance, instructor credentials, fees, and performance evaluation mechanisms.

Prohibits school districts from contracting with out-of-state institutions for new dual credit courses without first offering the opportunity to the local community college district.

Creates a Dual Credit Committee to develop a Model Partnership Agreement by June 30, 2019, and establishes a Dual Credit Grant program for community college districts to expand dual credit services and lower costs for high school students.
