Establishes the Supporting Future Teachers Program beginning in the 2019-2020 school year to help qualified participants obtain a Professional Educator License

Defines qualified participants as high school graduates who demonstrate proficiency in a language other than English, hold a State Seal of Biliteracy, or were identified as low-income students during pre-K through grade 12, and are enrolled in an approved educator preparation program at a regionally accredited Illinois institution

Requires qualified participants to be employed by a participating school district while enrolled at least part-time in an educator preparation program, with duties including curriculum development and one-on-one mentoring of English learners or low-income students

Requires participating school districts to submit annual data to the State Board of Education on participant enrollment, program costs, assigned duties, and progress toward educator licensure

Requires the State Board to submit a comprehensive report to the legislature by the 2023-2024 school year detailing the program's first four years, including participating districts, enrollment numbers, and associated costs
