IL SB2850

Amends the Illinois Personnel Code to modify Section 4d regarding partial exemptions from civil service jurisdictions for certain state positions.

Removes time limitations on exemptions for positions at the Illinois School for the Deaf and Illinois School for the Visually Impaired requiring State Board of Education licensure under Article 21B of the School Code, as well as rehabilitation/mobility instructors and trainees at the Illinois School for the Visually Impaired.

Establishes 21 senior public service administrator positions within the Department of Healthcare and Family Services exempt from jurisdiction B requirements, including roles in healthcare administration, finance, data analytics, and information technology, with specified minimum qualifications for each position.

Requires the Director of Healthcare and Family Services to publish position descriptions allocating points to desired qualifications and to add Veteran's Preference points when filling these positions.

Makes the provisions regarding the 21 healthcare positions inoperative after January 1, 2014.
