Amends the Real Estate Appraiser Licensing Act of 2002 to allow the Secretary to require participation in a third-party multi-state licensing system for real estate appraiser applications, renewals, and license maintenance.

Adds "multi-state licensing system" definition as a web-based platform allowing applicants to submit licensing applications and renewals online, with capability to share regulatory information and charge administration fees.

Modifies application and renewal procedures for State certified general appraisers, State certified residential appraisers, and associate real estate trainee appraisers to permit submission through either the Department or the multi-state licensing system.

Amends the Appraisal Management Company Registration Act to authorize use of a multi-state licensing system for original registration and renewal applications, with administration fees paid directly to the system.

Effective upon becoming law, allowing the Department of Financial and Professional Regulation to streamline appraiser licensing through online multi-state systems while maintaining regulatory oversight and compliance requirements.
