Repeals the Environmental Health Practitioner Licensing Act on January 1, 2019 and the Medical Practice Act of 1987 on December 31, 2019 under the Regulatory Sunset Act.

Moves the repeal date of the Structural Pest Control Act from December 31, 2019 to December 31, 2029.

Modifies Structural Pest Control Act requirements to mandate that individuals applying pesticides complete training requirements prescribed by the Department and be certified or supervised by a certified technician.

Updates examination procedures to allow the Department or its designee to conduct written examinations, and permits practical demonstrations by applicants.

Adds violation provisions to the Structural Pest Control Act, including failure to pay civil penalties or fines assessed by the Department.
