Requires the Department of Human Services to progressively increase rates and reimbursements for front-line personnel in intellectual and developmental disabilities services by July 1, 2018 so direct support persons earn at least $5.25 per hour above the highest applicable minimum wage.

Mandates further wage increases by July 1, 2020 so direct support persons earn at least $6.75 per hour above the highest applicable minimum wage, with other front-line personnel earning commensurate wages.

Defines front-line personnel as direct support persons, aides, front-line supervisors, qualified intellectual disabilities professionals, nurses, and non-administrative support staff in residential and day programs.

Applies wage requirements to intermediate care facilities for the developmentally disabled, medically complex facilities, community-integrated living arrangements, community day services, and other programs serving persons with intellectual and developmental disabilities funded by State or federal Title XIX dollars.

Takes effect immediately upon becoming law.
