Changes the Director of Agriculture's Board meeting requirement from semiannual to annual meetings, with authority to call additional meetings as deemed necessary.

Removes the requirement that the Director call additional Board meetings only when requested by 3 or more appointed members.

Maintains the 25-member Advisory Board of Livestock Commissioners composition, including ex-officio members from state universities, state agencies, and legislative committees, plus 17 Governor-appointed members representing various livestock and agricultural sectors.

Specifies that Board members receive no compensation but are reimbursed for necessary expenses, and appointed members serve 5-year terms as of the 96th General Assembly's effective date.

Requires the Board to approve Department of Agriculture rules and regulations pertaining to domestic animal welfare and disease prevention, with certified minutes filed within 30 days of submission.
