Beginning January 1, 2019, municipalities in Cook County that supply water sourced from Lake Michigan cannot charge other Cook County municipalities more than the actual cost of providing water, including reasonable delivery fees.

Supplying municipalities in Cook County must post their actual water costs on their website and provide this information to municipalities they supply.

The Illinois Environmental Protection Agency shall monitor Cook County water suppliers to ensure they comply with the actual cost pricing requirement.

Creates the Cook County Water Infrastructure Fund for EPA grants to municipalities for water infrastructure improvements to facilitate Lake Michigan water supplies, with protections against fund sweeps or budget transfers.

The pricing limitations apply to home rule municipalities in Cook County and constitute a limitation on home rule powers under the Illinois Constitution.
