Authorizes the Department of Agriculture to develop and implement certification programs for organic, identity preserved, and value-added products to guarantee buyers that Illinois products meet standards warranting premium pricing.

Empowers the Department of Agriculture to identify domestic and international market preferences, analyze new markets for value-added products, underwrite foreign demonstrations, and provide market analyses and trend projections to farmers.

Removes language from the "Illinois Product" label program statute that stated the definition does not imply products meet the definition of "local farm or food products" under the Local Food, Farms, and Jobs Act.

Designates the Department of Agriculture as the State agriculture planning agency and authorizes it to accept and use federal planning grants and financial assistance for comprehensive statewide and interstate agricultural planning, research, and coordination activities.

Repeals the Illinois AgriFIRST Program Act of 2001, the Dairy Statistics Act, the Illinois Food, Farms, and Jobs Act, and the Trichinosis Control Act; also repeals related sections of the Department of Agriculture Law and State Finance Act.
