Amends the Personnel Code to add new Section 4d(5.5) creating partial jurisdiction B exemptions for 20 specific position titles within the Department of Human Services, including Clinical Pharmacist, Clinical Psychologist, Dentist, Educator, Licensed Practical Nurse, Nutritionist, Occupational Therapist, Pharmacy Technician, Physical Therapist, Public Service Administrator, Social Worker 4, and Staff Pharmacist.

These Department of Human Services positions are exempt from jurisdiction B requirements only to the extent that Sections 8b.1, 8b.3, and 8b.5 of the Personnel Code need not be met.

Preserves existing partial exemptions for other state positions including private secretaries, charitable/penal/correctional institution staff, attorneys, engineers, physicians, nurses, beauticians, and specific healthcare administration positions in the Department of Healthcare and Family Services.

Maintains federal compliance provisions allowing the Civil Service Commission to modify or waive exemptions as necessary to ensure continuity of federal contributions to agencies receiving federal funds.
