Secretary of State shall issue standard Illinois Identification Cards to persons conditionally released or absolutely discharged from Department of Human Services custody, with required birth certificate, social security card, and proof of Illinois residence address.

Secretary of State may issue limited-term Illinois Identification Cards valid for 90 days to DHS-released persons unable to present required documents, if they present a verification form completed by DHS within 30 days prior to application.

DHS-released persons can obtain identification cards up to 14 days before their conditional release or absolute discharge if DHS personnel bring them to a Secretary of State location with required documents.

Standard and limited-term identification cards issued to DHS-released persons are issued at no fee.

Bill takes effect July 1, 2019.
