Applies the Property Tax Extension Limitation Law (PTELL) to all non-home rule taxing districts for levy years 2018 through 2021.

Sets the extension limitation for levy years 2018-2021 at 0% or the rate of increase approved by voters, eliminating the previous limit of 5% or Consumer Price Index increase, whichever is less.

Prohibits increases to debt service extension bases during levy years 2018-2021 and blocks referenda on removal of PTELL applicability for those same years.

Amends the State Mandates Act to exempt this Act from state reimbursement requirements for local implementation.

Takes effect immediately upon becoming law.
