Amends the Toll Highway Act (605 ILCS 10/2) with a technical change to the definitions section.

Makes a grammatical correction to the opening language of Section 2 regarding definitions of terms used in the Act.

Maintains all existing definitions including "Authority" (Illinois State Toll Highway Authority), "person," "owner," "toll highway," "toll," and "cost."

Definition of "cost" includes construction expenses, land acquisition, demolition, machinery, financing charges, interest, engineering and legal expenses, and administrative costs related to toll highway construction and operation.
