Amends Sections 6-205 and 6-206 of the Illinois Vehicle Code to allow the Secretary of State to issue restricted driving permits for court-ordered visitation rights or parenting time.

Adds visitation and parenting time (as defined in Section 600 of the Illinois Marriage and Dissolution of Marriage Act) as a permissible purpose for restricted driving permits alongside existing purposes like employment, medical care, and educational activities.

Requires applicants to demonstrate that no alternative means of transportation is reasonably available and that driving will not endanger public safety or welfare.

Maintains all existing restrictions on ignition interlock devices, permit duration (maximum one year), and conditions for revocation or suspension applicable to other restricted driving permits.
