Removes the season limit of 5 river otters per person per season, allowing the Director to set river otter limits annually instead.

Prohibits hunting or trapping bobcats in 34 specified northern and central Illinois counties and certain areas north of U.S. Routes 36 and Illinois Route 121, effective immediately upon passage.

Allows a limited number of bobcats to be hunted or trapped statewide: 350 bobcats for the 2017 season and 375 bobcats for the 2018 season, whichever limit is reached first.

Maintains the season limit for bobcat at one bobcat per permit and preserves all other fur-bearing mammal hunting and trapping regulations including seasons and methods.

All changes regarding bobcat hunting restrictions expire on June 30, 2019, reverting to previous regulations.
