IL SB2967

Amends the Consumer Fraud and Deceptive Business Practices Act to regulate free prizes, gifts, and incentives offered by automobile dealers in connection with vehicle sales or leases.

Prohibits dealers from advertising or offering free prizes, gifts, or incentives when vehicles are sold at negotiated prices, unless offers come exclusively from manufacturer programs or authorized dealer advertising associations with clear disclosure.

Prohibits dealers from advertising warranties as "free" but allows warranties covering mechanical components if the dealer is financially responsible, discloses all material terms clearly, and does not cover tires, routine maintenance, fabric/paint protection, roadside assistance, or dent repair.

Requires clear and conspicuous disclosure standards for all advertisements, including specific font sizes (10-point minimum for print), audio levels for radio/TV ads, and on-screen display times for television superimposed text.

Renders Section 475.590 of the Illinois Administrative Code inoperative as of the effective date of this amendment.
