Amends the Public Community College Act to add a new exception (o) to competitive bidding requirements for contracts procured from competitively bid group purchase contracts, including those under the U.S. General Services Administration, Higher Education Cooperation Act, or Midwestern Higher Education Compact Act.

Maintains existing $25,000 expenditure threshold for contracts requiring competitive bidding, with allowance for lower amounts as determined by board policy.

Preserves exemptions from competitive bidding for professional services, printing, equipment maintenance with manufacturers, data processing, repairs/renovations under $50,000, emergency expenditures approved by 3/4 board vote, and perishable foods.

Requires sealed competitive bids to be opened publicly with at least 3 days' notice to bidders and at least 10 days' public notice in a newspaper before the bid date.

Allows electronic bid submissions for non-construction purposes if authorized in bid documents and opened using community college security measures, with vendors assuming risk if submission procedures lack secure receipt.
