SB3000 Summary

• Changes teacher evaluation rating categories effective September 1, 2019: ratings of "excellent," "proficient," or "needs improvement" become "effective," and "unsatisfactory" becomes "ineffective"

• Establishes a local appeals process for teachers receiving "ineffective" ratings, allowing reassessment by a panel of qualified evaluators with authority to re-rate the teacher

• Makes student growth data optional in teacher evaluations beginning in the 2019-2020 school year, requiring continued agreement between districts and teachers to maintain its use

• Modifies dismissal procedures and groupings for honorable dismissals to reflect the new two-tier rating system while maintaining protections for teachers with longer tenure

• Exempts joint committees formed under teacher evaluation provisions from the Open Meetings Act to allow closed-door negotiations
