IL SB3001

Allows the Illinois Department of Transportation to use asphalt rejuvenating agents and binder performance grade modifiers in mix designs for construction and maintenance of State highways, subject to federal law constraints.

Requires all recycled asphalt roofing shingles used in Department projects to be sourced from facilities approved by the Illinois Environmental Protection Agency and compliant with operational guidelines and asbestos-testing requirements.

Establishes a goal for the Department to maximize the percentage of recycled asphalt roofing shingles, binder replacement, and recycled aggregates in highway mix designs while maintaining cost-effectiveness and no detrimental impact on life-cycle costs.

Requires the Department to submit annual reports to Transportation Committee chairs within 60 days after fiscal year completion, detailing activities undertaken by each district or region to reduce carbon footprint and costs through use of recycled materials.

Prohibits asphalt pavement producers with Illinois Environmental Protection Agency air permits from using recycled roofing shingles unless they have been processed in compliance with Environmental Protection Act Section 39 permits or Section 22.54 beneficial use determinations.
