IL SB3024

Prohibits operating a motor vehicle on a roadway while using an electronic communication device, including hand-held wireless telephones and personal digital assistants, but excludes GPS/navigation systems and vehicle-integrated devices

Establishes fines of $75 for first offense, $100 for second, $125 for third, and $150 for fourth or subsequent violations

Creates new offense of "aggravated use" when a violation causes a motor vehicle accident resulting in great bodily harm, permanent disability, disfigurement, or death, classified as Class A misdemeanor for injury/disfigurement or Class 4 felony for death

Provides exemptions for law enforcement, emergency vehicles, first responders, emergency reporting, hands-free/voice-operated devices, parked vehicles, stopped traffic, commercial radio services, and single-button voice activation

Adds exemption allowing first responders (including volunteers) to use electronic communication devices while driving personal vehicles to receive emergency information en route to official duties
