SB3029 Summary

• Amends the Public Contract Fraud Act to exempt Department of Transportation projects from certain penalties when a right of entry to occupy and use property is voluntarily obtained from the property owner instead of obtaining full title.

• Exempts DOT and Illinois State Toll Highway Authority projects constructed using design-build contracts, construction manager contracts, public-private agreements, or alternative technical concepts project delivery methods from requirements to obtain full title to all necessary lands.

• Maintains existing exemptions for projects under the Superconducting Super Collider Act and Bikeway Act, and for Illinois Building Authority facilities and leased state property improvements.

• Preserves Attorney General title approval requirements for land acquisitions exceeding $10,000, except for specified highway easements, utility line placements, and water resource projects.

• Takes effect immediately upon becoming law.
