IL SB3031

Repeals Section 10.09-5 of the Capital Development Board Act.

Extends the Energy Efficient Building Code to apply to all State facilities as of the effective date, in addition to new buildings and structures requiring permits.

Requires all new State-funded building construction and major renovations (40% or more of replacement cost) of 10,000 contiguous square feet or larger to obtain LEED Silver certification, Green Globes two-globe rating, or equivalent standard.

Allows waivers from green building standards if applicants demonstrate unreasonable financial burden, impediment to construction, impairment of building function, or compromise to historic nature of structure.

Exempts buildings that are not comfort-conditioned (heated or cooled) from green building standards, though design teams must still document and incorporate appropriate sustainable building methods.
