Contracts or contract renewals valued at $250,000 or more in a fiscal year must be signed or approved by the agency's chief executive officer (or designee), chief legal counsel (or designee), and chief fiscal officer (or designee).

Contract amendments or changes that increase a contract's value to or by $250,000 or more in a fiscal year are subject to the same signature requirements as new contracts.

Documents with required signatures cannot be filed with the Comptroller, and persons knowingly filing documents lacking required signatures are subject to discipline up to and including discharge.

Procurements may not be artificially divided to avoid the $250,000 signature requirement threshold, and each state agency must develop procedures to ensure all necessary signatures are obtained.

Agencies are permitted to establish more restrictive signature procedures than those required by this Act, and the Comptroller may authorize electronic submission of vouchers.
