IL SB3033

Amends the Industrial Development Assistance Law to include local school districts and community colleges as eligible industrial development agencies that can be designated by county governing bodies.

Allows school districts and community colleges to apply competitively for grants from the Department of Commerce and Economic Opportunity for land acquisition, facility construction, and equipment purchase dedicated to manufacturing occupations instruction.

Requires school districts and community colleges to demonstrate they provide instruction leading to industry-based certificates or degrees and obtain written support from at least 15 local manufacturing employers (high schools) or 25 manufacturing employers (community colleges) to be eligible for grants.

Establishes quarterly reporting requirement for industrial development agencies to provide evidence of grant fund usage to the Department before grant payments are released.
