IL SB3041

Renames the "County Care for Persons with Developmental Disabilities Act" to the "Community Care for Persons with Developmental Disabilities Act" and expands eligibility to municipalities and townships in addition to counties.

Allows any governmental unit (county, municipality, or township) to levy an annual tax not exceeding 0.1% for facilities and services for residents with developmental disabilities, subject to voter approval through referendum.

Establishes that boards administering the fund can consist of either 3 or 5 members appointed by the presiding officer of the governmental unit's board with advice and consent.

Updates property tax code provisions to allow separate limiting rate calculations for developmental disability funds and community mental health funds, with proportional reduction requirements when extensions must be reduced.

Preserves the validity of all county developmental disability boards and taxes levied before the effective date of the amendments, with no dissolution or discontinuation of existing county boards.
