IL SB3047

Establishes the Grow Your Own STEM and Vocational Education Teachers Program, requiring public institutions of higher education to waive tuition, fees, and on-campus housing costs for eligible students pursuing degrees in agriculture, science, technology, engineering, mathematics, or vocational education.

Requires program participants to maintain a minimum 3.0 cumulative grade point average and agree to teach at a hard-to-staff school as determined by the Board of Higher Education.

Mandates students who receive waivers must teach at least 3 years at a high school or 5 years at a public institution of higher education or community college in Illinois, or fully reimburse the institution for waived costs.

Creates the Grow Your Own Dual Credit Teachers Program allowing licensed Illinois teachers with master's degrees to pursue up to 18 graduate hours tuition-free to qualify as dual credit faculty, with a requirement to teach at least 5 years at an Illinois high school after completion.

Funding comes from the General Revenue Fund and is subject to appropriation; the Board of Higher Education shall adopt necessary administrative rules; Act takes effect July 1, 2019.
