Expands behavioral health services covered under Medicaid to include psychiatrists, federally qualified health centers, clinical psychologists, clinical social workers, advanced practice registered nurses in psychiatric nursing, and other authorized mental health professionals.

Requires the Department of Healthcare and Family Services to establish reimbursement criteria for telehealth behavioral health services, including facility and equipment standards, with a licensed health care professional present at the patient's location but not necessarily in the same room during the entire service.

Mandates reimbursement for Medicaid-certified eligible facilities and provider organizations that serve as the patient's location during telehealth services, including substance abuse centers licensed by the Department of Human Services.

Replaces terminology from "psychiatric mental health" to "behavioral health" and changes "telepsychiatry" to "telehealth" throughout the statute to broaden the scope of covered services.

Authorizes the Department to adjust reimbursement rates in accordance with Section 5-5e of the Illinois Public Aid Code effective July 1, 2012.
