SB3055 Summary

• Amends the Environmental Protection Act to establish the Illinois Environmental Protection Agency as administrator of moneys from the Volkswagen Environmental Mitigation Trust Agreement for State Beneficiaries (filed October 2, 2017 in federal court).

• Requires 15% of trust funds to be dedicated to purchasing light duty electric vehicle supply equipment under Eligible Mitigation Action 9.

• Requires remaining 85% of trust funds to be used for replacing fossil fuel-powered vehicles with all-electric vehicles through three eligible mitigation actions: Class 8 local freight trucks, school/shuttle/transit buses, and Class 4-7 medium freight trucks.

• Permits the Agency to allocate administrative costs to the eligible mitigation actions in accordance with the trust agreement's Appendix D-2.

• Requires any Beneficiary Mitigation Plan filed within 60 days of enactment to be revised and resubmitted to comply with the new requirements.
