Requires municipalities to conduct at least 2 public hearings separated by no less than 30 business days before annexing areas under 60 acres.

During the first public hearing, corporate authorities must provide interested persons an opportunity to be heard.

During the second or subsequent public hearing, municipalities may only adopt an annexation ordinance if they obtain consent through a petition signed by more than 70% of registered voters and more than 70% of land owners (if voters don't own more than 70% of the land).

If a municipality cannot obtain required consent, it may petition the circuit court for relief, which shall only be granted for existing public health and safety reasons that cannot be resolved without annexation.
