Amends the Illinois Governmental Ethics Act to remove the prohibition on candidates for elective office from using the Internet to file statements of economic interests.

Authorizes the Secretary of State and county clerks to establish password-protected websites for Internet-based filing of economic interest statements.

Requires Internet filings to be treated as equivalent to verified, written, dated, and signed statements as required by law.

Mandates public posting of filed statements on accessible websites, excluding filers' addresses and signatures.

Establishes procedures for email notifications, filing deadlines, and Internet-based filing by chief administrative officers of lists of persons required to file statements.
