Reduces Board of State Fair Advisors from up to 20 appointed members to up to 15 appointed members.

Changes Senate Agriculture Committee membership from "Agriculture, Conservation and Energy" to "Agriculture" only.

Establishes staggered 3-year terms for appointed board members with initial appointments of 1, 2, and 3 years to phase in 5 new members annually, replacing previous 2-year terms.

Sets expiration date of January 21, 2019 for all board members appointed before the effective date of this amendment.

Updates gendered language from "his" to "or her" and changes "the State of Illinois" to "this State" throughout the statute.

Takes effect January 1, 2019.
