Establishes a comprehensive low-income water assistance program through the Department of Commerce and Economic Opportunity, with eligibility up to 150% of federal poverty level and minimum one-third of funds directed to lowest-income households.

Requires water and sewer utilities to include fixed charges, volumetric charges, and total gallons used on billing statements; caps reconnection fees at $50; and requires 14-day notice before service discontinuation with opportunity for deferred payment agreements.

Mandates every community water system create a plan within one year to remove all known lead service lines within 10 years, with minimum 5% annual replacement targets and annual progress reports submitted to the Environmental Protection Agency.

Requires community water systems to implement asset management plans within 18 months to inspect, maintain, and renew infrastructure on a 150-year replacement cycle, and conduct cost of service studies every 5 years for systems serving 2,000 to 1,000,000 people.

Creates Statewide Advisory Council on Lead in Drinking Water and requires water system advisory councils in communities serving 50,000 or more residents to develop public awareness plans and promote transparency regarding lead contamination risks.
