IL SB3090

Requires public institutions of higher education proposing to discontinue operations to file original or legible copies of all academic records with the Board of Higher Education.

Records must include minimum contents such as student academic transcripts with courses taken, terms, grades, and other traditional transcript information.

Authorizes the Board to seize and take possession of records on its own motion and without court order if records appear to be in danger of being lost, hidden, destroyed, or made unavailable.

Requires the Board to maintain a permanent file of all records it receives from closing institutions.

Allows institutions to propose alternative plans for permanent record retention instead of depositing records with the Board, subject to Board approval.
