SB3097 Summary

• Amends the Illinois Horse Racing Act to temporarily expand the definition of "Illinois conceived and foaled" standardbred horses from January 1, 2018 through January 1, 2022 to include horses whose sire is a qualified Illinois stallion.

• Allows semen from Illinois stallions to be transported outside the state during the 2018-2022 period, suspending the existing prohibition on out-of-state semen transport.

• Suspends the requirement that mares be in Illinois at least 30 days before or during foaling, and suspends requirements that mares be inseminated in-state and foals be born in-state during the 2018-2022 period.

• Prevents the Department of Agriculture from publishing disqualification notices for stallions based on semen transport violations during the 2018-2022 period.

• Maintains existing provisions for at least 2 races per program and 6 races weekly limited to Illinois conceived and foaled horses at harness racing meetings.
