• Transfers authority to issue special permits for oversized and overweight vehicles from local authorities to the Illinois Department of Transportation for all State and local highways.

• The Department of Transportation may issue permits authorizing vehicles to operate or move with dimensions or weight exceeding legal maximums upon any State or local highway.

• Deletes previous provisions allowing local authorities to independently issue special permits for oversized and overweight vehicles on highways under their jurisdiction.

• Makes conforming changes throughout the Vehicle Code to reflect the centralized permit authority with the Department of Transportation.

• Effective date: January 1, 2023.
