Amends the Environmental Protection Act to create Section 52.3-15 establishing administration of Illinois's share of the Volkswagen diesel emissions settlement Environmental Mitigation Trust funds.

Directs the Environmental Protection Agency to allocate trust funds to eight categories of eligible mitigation projects: Class 8 freight trucks, buses, freight switchers/ferries/vessels, Class 4-7 trucks, airport ground support equipment, forklifts/cargo handling equipment, light-duty zero emission vehicle charging equipment, and diesel emission reduction activities.

Requires the Agency to extend the public comment period for the draft Beneficiary Mitigation Plan to 120 days from the effective date and conduct 6 statewide public stakeholder hearings to solicit input on fund allocation priorities and eligible mitigation activities.

Creates a 26-member Volkswagen Settlement Environmental Beneficiary Mitigation Plan Task Force with representatives from state agencies, utilities, environmental organizations, transit authorities, and labor to review settlement requirements, evaluate public comments, and submit recommendations to the Governor and General Assembly within 140-150 days.

Authorizes the Agency to amend and resubmit the final Beneficiary Mitigation Plan to the trust's trustee at least 30 days after the Task Force report, then open a 60-day period for eligible project proposals before awarding funds.
