Amends Criminal Code Section 11-30 to expand public indecency offense to include conduct committed while confined in a penal institution, in addition to conduct in public places.

Excludes Department of Juvenile Justice facilities and juvenile detention facilities from the definition of "penal institution" for purposes of public indecency violations.

Maintains existing penalties: Class A misdemeanor for first and second violations; Class 4 felony for third or subsequent violations or when committed by person 18+ years old within 500 feet of school grounds with children present.

Amends Sex Offender Registration Act to add public indecency while confined in a penal institution as a registerable sex offense when it is a second or subsequent violation committed on or after the effective date.

Breastfeeding of infants remains exempt from public indecency charges.
