Prohibits the Department of Professional Regulation from denying professional licenses, certificates, limited permits, or registrations based solely on citizenship status or immigration status.

Amends the School Code to prohibit denying educator licenses based solely on citizenship status or immigration status.

Allows applicants to provide individual taxpayer identification numbers (ITINs) as an alternative to social security numbers when applying for professional licenses.

Removes the citizenship requirement from the Pharmacy Practice Act's licensure qualifications for registered pharmacists.

Declares these provisions comply with federal law under 8 U.S.C. Section 1621(d) and do not grant eligibility for public benefits other than the professional licenses themselves.
