Amends the Alcoholism and Other Drug Abuse and Dependency Act to define "recovery residences" as sober, safe living environments promoting recovery from alcohol and drug use that provide peer support but are not subject to Department licensure.

Requires the Department to develop and maintain an online registry of recovery residences operating in Illinois to serve as a referral resource for individuals seeking recovery assistance.

Encourages non-licensable recovery residences to register with the Department, with the registry to be publicly available online and include residence locations.

Directs the registry to highlight recovery residences' attributes including third-party endorsements and national accreditation designations as indicators of quality settings that promote recovery culture.

Takes effect January 1, 2019.
