IL SB3119

Amends the Illinois Pension Code to exempt firefighters receiving disability pensions for post-traumatic stress disorder (PTSD) from annual medical examinations if they are age 45 or older, have documentation from at least 2 physicians supporting discontinuance, and at least 4 board members vote to allow the exemption.

Adds a new category of employees excluded from Article 7 (IMRF) participation: former police chiefs who participated in an Article 3 fund and return to work with the same municipality in any police department capacity, including oversight or advisory roles, are ineligible for IMRF coverage.

Clarifies that police officers first hired on or after January 1, 2011 in municipalities with 30+ full-time police officers and 50+ full-time firefighters can be classified as "Sheriff's Law Enforcement Employees" (SLEP) if the municipality has not established its own Article 3 or 4 pension fund and approves SLEP status by resolution.

Prohibits municipalities and fire protection districts from using any physical or mental disability that forms the basis of a disability pension application as cause for discharge of firefighters, emergency medical technicians, or paramedics.

Takes effect immediately upon becoming law.
