• Amends the Illinois Horse Racing Act of 1975 to require the Illinois Racing Board to adopt rules authorizing sports wagering by organization licensees and inter-track wagering location licensees.

• Defines "sports wagering" as wagering on athletic and sporting events involving human competitors, explicitly excluding pari-mutuel wagering on horse racing and paid fantasy sports.

• Amends the Criminal Code of 2012 to add sports wagering conducted in accordance with Section 9 of the Illinois Horse Racing Act as an exemption to gambling prohibitions.

• Effective immediately upon becoming law.
