Creates the Registered Neurodiagnostic Technologist Title Protection Act, establishing state registration requirements administered by the Department of Financial and Professional Regulation.

Requires applicants to be at least 18 years old, hold current certification from ABRET Neurodiagnostic Credentialing and Accreditation, complete an approved program, pass a national certification exam, and meet other specified qualifications.

Prohibits individuals from using the title "registered neurodiagnostic technologist" without state registration; violators face Class A misdemeanor charges for first offense and Class 4 felony for subsequent offenses.

Establishes Department authority to investigate violations, conduct hearings, impose fines up to $10,000 per violation, suspend or revoke registrations, and take disciplinary action for grounds including fraud, criminal conduct, substance abuse, and unprofessional conduct.

Makes regulation of neurodiagnostic technologists an exclusive state function, preempting local home rule authority; sunsets the Act on January 1, 2029; effective January 1, 2019.
